Checkwriting Privledges (Suspension of)

A. Writing checks for University activities is considered a privilege for all students, faculty, and staff members. However, this privilege will be suspended if an individual writes checks without sufficient funds in the bank to cover the checks or instructs the bank to dishonor the check. Each week, the bursar’s office will compile a list of individuals whose checkwriting privileges have been suspended. This list will be sent to all University activities which receive checks and to the campus banking facility.Any individual on this list will not be allowed to write checks and will be instructed that only cash,money order, or certified check can be accepted.

Criteria for being placed on the University checkwriting suspension list are as follows:

  1. Temporary Suspension
    1. When a check is returned from the bank due to insufficient funds.
    2. When funds are uncollectible due to a bank or maker instructions.
  2. Extended suspension:
    1. Two returned check offenses within one year.
    2. Returned check not paid within 30 days.

B. Criteria for being removed from the University check-writing suspension list:

  1. Temporary suspension: Payment within 30 days of the billing date.
  2. Extended Suspension: After a period of eighteen months has elapsed from the date a returned check(s) has been paid, the individual will be removed from the checkwriting suspension list.

C. The bursar’s office is responsible for collecting all checks written to the University and returned due to insufficient funds. Notices outlining how to pay for the returned checks will be sent to individuals. If the bursar’s collection effort is not successful, the case will be referred to a professional collection agency or legal counsel for possible civil or criminal prosecution.

D. The campus banking facility will be responsible for collecting all returned checks written to them. However, returned check offenses will be reported to the bursar’s office. These offenses will be treated as a returned check offense under the guidelines established in paragraph (A) above.
